What is presented as commodity-sector reform is, on the record, a parallel fiscal and control structure built outside the state budget and audit perimeter, before the regulation that authorises it. The risk is the opacity, not the scale.

Our verdict rests on the record and on the ground. The corporate and regulation registries, pulled directly by our analysts, surfaced a sequence the public coverage missed. PT Danantara Sumberdaya Indonesia (DSI), Danantara's new export monopoly, was incorporated on 19 May, the day before the announcement and before its enabling regulation was published, with the Republic of Indonesia entering as a shareholder only six days later. Our field network of exporters, bankers, lawyers, and parliamentary contacts supplies what the records cannot. Senior regulators were unbriefed when the President spoke, and deals and long-term contracts are frozen.

The corporate-registry pull is what established the formation sequence the public coverage missed.

Evidence
Danantara had not published its 2025 financial report at editorial close, more than a year after formation. A Member of Parliament and an SOE researcher have publicly alleged the delay breaches financial-reporting rules, and ICW and the tax consultants' association have added criticism. On 31 May, the same day as the governance claim, the COO said the report would arrive at end-June and disclosed a roughly Rp 100 trillion impairment across consolidated state enterprises.

Cascade Asia assessment
The governance commitment is contradicted by observable conduct. An institution that cannot publish audited accounts on time, and that books a roughly Rp 100 trillion impairment as it does so, is not yet operating to the standard claimed. The impairment also signals portfolio asset quality materially below the headline.
Confirmed
Until audited disclosure exists, the governance commitments remain unverified, and the impairment is a leading indicator that the deployable-capital base is overstated.
